In the interest of accuracy, I want to retract this part of my previous post, "A leak down when pump not running is not going to be the overpressure relief valve, but rather the check valve, ...". A leak in either will let it leak down when not running.

I can't figure why you had to drop the pump to replace the relief valve. I removed mine with a regular box end wrench. Of course I had the top cover off but also the round dipstick side plate. I reached in through that side plate hole with the wrench just fine. The check valve did not come out with it. I reached down there with a pair of tweezers and pulled it out.

A leak down when pump not running is not going to be the overpressure relief valve, but rather the check valve, if it is in fact a problem with the combination check/overpressure valve assembly. People always say overpressure, not always realizing that the unit referred to as overpressure valve actually contains both an overpressure and a check valve.
