Governor Problem?

Ive got a Ford 2n that seems to lack engine speed control after the governor was replaced. I would appreciate any thoughts as to a solution.

The tractor was suffering from what ended up being a carb that needed rebuilt. As part of the diagnosis I discovered badly worn governor arms, spring, and a dented case that had wear from internal components rubbing. The balls and race seemed to be in good shape. With the old governor RPM is limited to about 800.

The carb has been rebuilt and the engine is running better while not moving. With the new governor installed there is no engine speed control while moving. Any position of the throttle above idle and the engine increases speed until the throttle is decreased. After decreasing the throttle the RPM will lower and then randomly increase. The throttle does not increase under load, however. I disconnected the governor completely and the arms do not move at all at any engine speed. There seems to be about 1/2 to 1 inch of travel of the throttle arm before the yoke engages the bearing inside of the governor. The governor spring is adjusted as per the manual, no preload.

Installing the old governor returns speed control but the limited RPMs return also. What are the chances that this is a bad governor vs. something else? Anything else I should try before returning this governor? Thanks to everyone in advance.
 
IF the new governor is indeed new vs an OEM one, there is a good chance the new governor is faulty. I would by an old governor from a salvage
yard or from ebay and rebuild it. New governors have a bad reputation.
 
I believe someone on this forum discovered that the horse shoe shaped linkage inside the governor is installed upside down in these after market governors. Hopefully that person sees this, or else you can do a search on the forum and find that old post. I apologise that I can't be more specific but out of town right now. Good luck.
 
Thanks for the replies. I was unable to find a post about the horseshoe being upside down. I removed the new governor today and it appears to be correct per the schematic. It also appears that the horseshoe has made contact with the bearing surface of the "ball assembly." Does anyone know of a more in-depth manual or video on the subject?
 
Sadly, what I can report from my own experience and many, many posters here on YT is that aftermarket governors have to be taken apart, TOTALLY set up and adjusted in order to obtain satisfactory operation.
They might as well have thrown all of the parts in a box and sent them to you unassembled.
There is a first time for everything, but I have yet to hear of anyone buying one, bolting it in place and worked like a charm.
Unbelievable but true....
