8N Hydraulic Valve Appears to be Stuck

Hey Fellas,
I think I must have let my "51 8N sit too long. I used the 8N and my box blade for some driveway maintenance late last fall. The 3pt worked as expected. It"s been parked in the barn since then. The box blade is still mounted and is supported by limit chains, no pressure on the hydraulics. I started the tractor this afternoon to use my carry-all and the 3pt is acting very strange. The quadrant lever is at about the 1/2 way position, resting on the adjustable lever stop. If I lift up on the lever to raise the 3pt, the lever only travels about 1/2" and the 3pt quickly raises to the top of it"s travel. If I take pressure off the lever, the 3pt drops back to the limit of the chains. The lever will not go down, passed the stop. The hydraulics work, but it"s pretty much all-or-nothing. Any ideas on what might be wrong? Is it possible that the quadrant shaft is stuck from sitting too long or do you think there might be something going on with the valve down in the pump? Thanks for any advice you can give.

Have you tried both draft control and position control modes?
The little flip lever under your right thigh when seated.
 
Time to pull the pump and give it and the case a good clean. You can clean or replace the valves,your choice.
 
I've had the lift cover off in the past. At the same time, I pulled the PTO shaft and cleaned the housing out. I have never dropped the pump. With the problem I have now, do I need to pull the cover, drop the pump, or both? Thanks.
