Carburetor issues

Marvel schebler TSX 241B on an 8N Ford 1951 side distributor. Tractor only runs with the choke on, I've had the carb apart and cleaned soaked it in carb cleaner and replaced gaskets. I also ran a tip cleaner through all the orfices I could find and replaced the needle and seat. I can take both metering screws out with the tractor running and it makes no difference. Yes I have good fuel flow going to the carb. What am I missing here?

id you remove the nozzle and verify clear jet below nozzle?
 
In my 50 years of experience with carbs[not the n series,but they're basically the same],it sometimes takes a few cleanings to get every small orifice clear. I use an old crock pot with Dawn dish soap to "boil out" the carb,then a good rinse and they're ready for the chemical cleaner for an overnight soak. It does take time,but the small passages are sometimes full of gunk that needs to come out.
 
An ultrasonic cleaner gets em good and cleaned out. The dunk tanks in my experience don't knock loose the ethanol corrosion we get in carbs now. Also, check and make sure you have the correct jets in your carb. In the 70+ years that these things have been in existence only lord knows what has been done by whom and if the proper jets are in the carb anymore. Marvel Schebler made carbs for 1000's of different applications and the TSX 241 and TSX 33 are certainly not the only two carbs that the jets will interchange etc. I would check your carb jets and make sure everything is roughly inline with the specs on this page. http://www.myfordtractors.com/carbrebuild.shtml#jetsizes
