Bad Governor?

1949 front mount 6 volt. While mowing pasture I heard what sounds like a "turbo whistle". When I backed off the throttle the whistle would go away until the engine got to the new set speed. All the time mowing and working hard the sound was there. After about 45 minutes the engine started to loss power. When I put in the clutch the engine would smooth out after backfiring and cutting out. But when I would try to move the engine would bog down to were it died. With the PTO disengaged. Does this sound like a bad governor to you guys? Thanks
 
Could it have been overheating? I'm wondering if the whistle was steam escaping past the radiator cap. How does it run after cooling down?
