Steering shaft

When I disassemble steering column all the bearings were in pieces except for lower bearing in housing. I have parts now to begin reassemble. First question is the ring on shaft. Is this supposed to be there or is it a part of the upper bearing that rusted in place due to neglect or is it a seat for bearing? That leads to my next question in if it is supposed to be a seat do I have the correct bearing (8N 3571) because bearing slides right over the ring and also there's a lot of space in shaft and bearing.

The ring is the area where friction welding was used to weld the machined worm gear to the piece of tubing that serves as the steering "shaft" going up to the steering wheel.

Figured out the question concerning bearing. It should be fine because bearing sits on worm just like it does on the bottom. Thanks again.
