jubilee brakes not working

I've owned my 1953 Jubilee since 1995 and the brakes have never worked properly. Both brake pedals go all the way down to the
floor with just a slight sense the pads are engaging the hub. Not enough to stop the tractor. I've changed pads, springs, back
plates, and adjusted the brakes to the recommended settings. While i have both wheels of the tractor up on jack stands, the
brakes work fine and stop the wheels immediately. When I let the tractor down with both wheels on the ground, the brakes do not
work at all, the pedals go down to the running board. Any ideas or suggestions for me? Thanks.
 
First take up any slack in the adjusting rods to raise up the pedal some. Then adjust the brake shoes out some more. They aren't that good when they work properly. If I ever have to go back into mine I'm going to build up the wide part that actually operates the shoes in between them with a welder. I think that would help a lot. Some people heat the pedal shaft and bend it up some to get more pedal.
 
I was wondering if those "nodes" that activate the shoes were worn down or not. That makes sense. Thanks.
