Negative Crankcase pressure?

Hello all.
I’m wondering if negative crankcase pressure is normal as
I’ve noticed that I have a slight vacuum when I place my hand
over the oil fill tube.

How about bad intake guide seals and clogged air filter?

Unsure about intake guide seals, I did try to blow out the air
filter mesh the best I could before I got it running this spring. It
did sit outside for 35 years in some trees and I all I replaced
internally was 2 sleeves soo. It runs pretty good besides low
oil pressure (5ish hot)

I saw a video where a guy held a dollar bill over the oil fill hole and the bill was sucked in and out and he said the cause was a bad exhaust valve. I was not sure what to think about that...... I just chaulked it up to voodoo magic!
