1945 Ford 2N Original Starter Switch busted off.

I just purchased a 1945 Ford 2N that has been converted to a 12 V system. The original starter button (Jst in front of the gear shift lever) was previously broken and someone tried to braize it back on. I plan on using JB Weld since it is useless now. What are the holes in the sides? Is it OK to seal the holes also?
 
Not sure what holes you are talking about. Picture of the holes would be a good addition to this conversation.
 
I have a '44 2N and I don't know what holes you are referring to either. Unless you are talking about the holes where the start switch itself is mounted to under the battery. I'm curious, how do you start the tractor now?
