pto shaft sleeve problem?

I have a 51 8n with 1-3/8 pto.
I replaced my pto seal because of a leak.
It is still leaking, and it appears to be coming from under the sleeve that the seal rides on, not the seal.
If I turn the pto by hand the sleeve does not move in the seal.
The sleeve spins freely on the shaft.
Should this sleeve be a press fit on the shaft and spin within the seal?

A tight fit, Yes.

The sleeve is usually heat-shrunk onto the shaft. That is the collar is heated to expand, then dropped onto the shaft and allowed to cool to a tight fit. Same as the process for installing ring gears onto flywheels.

Thanks for the reply, that would explain why it is seeping from under the sleeve.
I didn't notice it was loose on the shaft when I had it apart.
I guess I will have to take it back apart and try to replace the sleeve.
 
Drain some gear oil, or park the tractor so the nose is considerably lower than the rear end.

If the sleeve is loose enough so it can be withdrawn from the seal, remove it and clean the shaft and sleeve with BrakeKleen to remove ALL oil, then put it back in place with some Loctite high strength bearing and sleeve locker.
 
I have never replaced a PTO seal without replacing the sleeve. They are prone to wear and only cost about $5, it is an important part needed for elimination of the leak. Very easy to remove by grinding.
Sleeve is replaced by carefully tapping the new one on, it is an interference fit and goes on easily.
