8 N Carb rebuild problem

I just rebuilt my carb on my 8N. It will start with the choke fully engaged but only idles a short time and dies. Prior to the rebuild it was idling good on a level surface but if ran it on uneven terrain it would act as though it would flood and die. I checked the seat on top of the float and the seal on the seat was shot. I bought a rebuild kit thinking this might solve the problem. So instead of just replacing the seat out of the rebuild kit, I went ahead and rebuilt the carb. I got this tractor about 8 months ago. It has ran but idled rough and kept dying as I mentioned. I put an new sediment bowl and a new gas line on it. I have removed the gas tank and made sure it was cleaned out good as well. The carb is an 8N 9510C. It still has the tag hanging off the side with this on it. Any help is greatly appreciated. Thank you in advance.
 
First check fuel flow thru the carb. Remove the plug on the bottom of the carb and turn the gas on. Should fill a pint jar in one to two
minutes. Report back.
 

I removed the bolt out of the bottom of the carb. The gas barely trickled out. I removed the fuel line and took my compressor and blew air through the line. It was clear. I then turned on the gas without the fuel line and gas barely trickled out of where the gas line attached to the sediment bowl. I removed the sediment bowl and obviously draining the gas. I took sediment bowl apart and noticed that the gasket on the on/off valve was too far in with the gas knob threaded all the way open. I removed the on/off valve and adjusted the gasket. I put it all back together and it fired right up and idled fine. I drove it just a little but it didn't die or hiccup. I really appreciate your advice. Thank you!!
