Question over bolt on oil filter

Afternoon. I have a Ford 9N and I was going to change the oil today. I had already drained the oil andI was going to remove the bolt on the oil filter cover. Well took a little bit (previous owner painted over it) but then I got it moving. However, based on what I'm reading it should come off fairly smoothly. Well mine takes a lot to move, and I stopped cause I'm afraid of stripping the bolt.

It moves but it looks like there is no progress? Am I missing something? Look forward to any recommendations.

The cover may be stuck to the canister. Try tapping the under side of the cover in an upward direction. Hope the bolt isn't cross threaded.

Thanks that helped. Got it off and changed.
 
What is supposed to seal the top bolt on the oil canister? Mine has never had a gasket and it always amazed me it does not leak.
 
supposed to have a paper gasket. i use a copper crush gasket from my oil changing days at a quick lube shop.
