9n- surging

I actually posted this in the wrong forum, so here's my re-post...

Hello, so a couple years ago I was having issues with my old 9n but I needed a tractor with a loader so I bought one and the little 9n has basically sat. So I decided to get the 9n back into good running shape again. Anyhow, I was having issues with surging so I assumed it may be a lean condition so I cleaned the carb VERY well and same result. I also have a spare carb so I swapped it to help rule out a carb issue. Same results, surging. I also pulled off the manifolds and inspected them and replaced the gasket. Same surging and no change to how its running. I know from posting here before that the ignition system could also cause this. I "rebuilt" the distributor a few years back and it was fairly worn, probably should have replaced it. So I ordered a new one today and I will replace it probably next week. All of the items I replaced probably needed it anyways, so I didn't mind throwing a few parts at this repair. Here's my question, how often are there actual problems with the governor? Seems to me almost all of the time the surging issue is either ignition or lean condition related and mostly never a bad governor. Would yall say that is a true statement? By the way, the wiring and charging system is in great shape and free of problems.
 

I have never had a surging problem with either of my 8n's but if I did the first thing I would do would be to disconnect the link from the gov to the carb and see how it runs with the governor out of the system.
 
What? you guys have a problem with Mrs. Brown??? Now that's a new one!

Surging, especially with the tractor setting still, engine running,
is normally caused by the governor working as intended.
It is correcting either a lean or rich condition, normally lean.
Try pulling the choke part way out and see if it helps or hurts.
If it helps, I would guess there is still a passage partially plugged
in that carb. Running a wire or banjo string through them may help.
 
Okay, I planned on tearing the carb down for a quicky cleaning anyhow. I will swap out my junky distributor and get that set right and clean the carb up good. Right now I'm just waiting on parts. Yes, it surges when it is just sitting (not under load), when it is driving or working it does not surge at all. I'm getting this tractor running good & reliable and its moving to my town property for snow removal and light duty work- it's worked hard its whole life now it's going to live the good life.
