First the symptoms:
3 point arms go up whenever pto runs even w/control lever is down but can easily be pushed down.
Lifts a rear blade VERY slowly.
Blade drops VERY quickly when clutch is pushed.

Now the question: What all am I going to have to repair? I kind of understand the problem of slow lift & quick drop probably means a leaky lift cylinder(?) but why does it lift whenever the pto runs, yet pushes back down easily?

Perform a hydraulic system test. Remove inspection covers. Raise the 3-pt with a load attached (a blade is perfect)to full top of stroke and leave it. Now shut down engine. Look thru inspection covers to the top of lift cylinder and observe if oil is leaking down from cylinder bore. If so, cylinder is worn and needs replacing. The original N's used a 3-steel ring piston but the NAA went to an O-Ring and leather back-up washer/wiper. That will work on the N and is a better piston. I highly suggest you invest in a new cylinder as well. Forget trying to hone the old one. The steel rings often cause grooves to wear in the cylinder walls and by then become leak prone. see my article on 8N hydraulic repair over on the other Ford N Tractor site, under HOW-TO's.

Thanks guys. Will take a look-see next week (laying low today w/poison ivy all over my arms!) Still wonder why the arms lift whenever pto turns???
