Fan won?t turn. 45 2N

Finally I got the 45 to run !!!!!!! Only to be overwhelmed by clouds of smoke. The fan pulley has seized. The fan belt is sliding over the fan pulley No matter how hard I pull on one of the blades the fan does not move. Can you remove the water pump with out removing the sheet metal? Could there be another reason? The belt seems to be properly tightened. Are there any ?old farmer? tricks?

Ah yes. RTDM. I have the electronic version. Does anyone sell an old fashioned hard copy? Thanks
 

This site sells them. look at t he top header where it says tractor manuals. FO-4 is the service manual.

Thanks all! I think I found the problem.

The shaft is tight. No wobble. Can one refurbish something like this?
 
I would not even try t o rebuild that one, geet aused one or a new one. they are not that expensive.
