oil leak on lower steering box

Hello all!
New here so let me know if I do anything wrong please.
Recently picked up a 2N that was abandoned in the woods long enough that a 10" Sycamore was growing between the front end loader and the grill. Got it running without too much fuss, and hooked a brush hog up to it today to put it through it's paces. This was the first time I ever wound it up for a long period of time, and I noticed oil seeping out around the bell housing. It appears to be coming from the mounting flange circled in the picture (photo's from an ebay listing for the part, didn't think to get a pic while I was working on it), on the lower steering gearbox. This hole is empty right now. My question is: what is supposed to mount there, and is it essential (can I buy/make a cover plate for it if not)? Does it make sense to have oil coming out of it when the engine's wound up?

Bamdit,The picture of the part you posted look different than any 2N or 9N steering/shift cover that I have seen.Need a pic of your tractor part that is leaking.Does it have a large hole in the front of the cover with 2 bolt holes? If so that hole is for the mechanical starter switch.The oil is from the transmission splash lube for the steering box.
 
Starter switch was the search term I needed to find it on the microfishe, that's exactly what it is. Someone replaced the original starter switch with a generic aftermarket one, mounted to the cowl, before it came into my care. I'll see if I can find something to plug the hole and I should be all set, Thank you!
 
Here's a longshot: I can get a replica starter switch for cheaper than I would want to mess around making a cover out of flat stock, and as long as I'm replacing the switch, I could eliminate the jerry rigged one mounted to the side of the cowl. Would anyone have the details of what the pushrod (11512) is dimensionally/material wise? If I can make one out of 1/4" rod or something I can probably return the original starter button to service. Everything else should be there still, but I know that pushrod will be gone.

If the mounting Boss and opening is left open.... oil from transmission can exit opening...
