As shown in the picture the previous owner has put extensions in block then the plugs go into the extensions. I was wondering if anyone knows the
purpose of these extensions?

Yes. They are installed as a courtesy by the seller to warn you that the tractor burns oil and fouls the plugs. The extension keeps some of the oil away from the electrode on the plug.
Just like an in-line filter on the fuel system tells you that it has a rusty gas tank.

I have a few times successfully eliminated them by confirming other issues other than oil consumption that were the root cause of them being installed...
Fuel mixture, valve adjustment are any other cause for incomplete combustion that lead to them being installed...
Don't automatically assume oil consumption are a little smoke is the root cause..

Contrary to the opinion of some posters, these devices are quite effective in preventing carbon fouling of spark plugs due to oil consumption.
They work much the same way as would changing the spark plugs to others of several heat ranges higher. The heat path from the plug to cylinder head is considerably longer, causing the plug to operate at a considerably higher temperature.
They were once readily available but have become much more difficult to find. If you remove them, keep them.

How long have you owned the tractor? Does it use any oil? If you don't know and it's a new to you tractor I would remove them and run it to see what happens. The most you'll be out is a set of plugs if it burns oil and fouls them. The previous owner might have installed them because someone advised them.
