4600 brakes pedals sticking together?

My friend has a 4600 and when he steps on either the L or R brake then both go down they are stuck/sticking. Differential is free. He has to make big turn in the field., cannot make a sharp turn. What is his problem?
 
Simplest things first...
There is a pin that pins the pedals together.
Does he have that engaged?
Second, the right brake pivots on the cross shaft. It has a grease zerk on it to lube it.
How long since he put a grease gun to it?
If the pivot is all dry and crudded up it will turn the cross shaft and apply the left brake as well.
Those brake pedals are pretty simple.
Like, on a scale of 1 to 10 with 1 being an oil change and 10 being a transmission rebuild those brake pedals are about a 1.4 in difficulty.
 
I hate to say it but most of the farmers in my area do not know what a grease gun is or for some reason don't want to use one. I was in a parts store a while back and overheard a couple of them talking. One of them picked up a tube of grease and looked at the price and said " Looks like there is going to be a lot less greasing at my place this year, if that's the price of a tube of grease. Are bearings, etc. cheaper than grease???
