Intermittent rough idle

My tractor starts right up with no choke and can take off in 4th no problem but after a little while of use it starts sputtering and running like junk. Sometimes it will even stall by itself, and it takes a bunch of cranking to get it to fire again. Is there a fuel issue? Is the bowl just burning up and then it slowly fills again? I only took bowl off and cleaned all the parts.
 
My tank is a little rusty, isnt that sort of stuff supposed to get caught in the sediment bowl? I did just empty it cause it had some brown stuff in the bottom. If I hit a bump could it of broke loose the dirt making it float down the tube to the carb? Where are the screens in the fuel system? Is there one on carb? The rough running only happens everyonce and a while. Hot or cold doesent affect. I once used it for a good hour and all of a sudden it started sneezing and coughing. Look at Jacobsen1450 on youtube. yes, it's very possible that some crud has made it past the sediment bowl.

there are 3 screens in the fuel system. the first is inside the gas tank, at the top of the sediment bowl assembly. the second screen is at the top of the glass bowl, and the third screen is at the carb end of the elbow that joins the fuel line to the carb.

next time it happens, try this. shut the tractor off, grab a pint jar, and then remove the plug in the bottom of the carb. with the valve turned on at the sediment bowl, fuel flow should fill that pint jar in under two minutes.

let the gas flow for the full 2 minutes - it can look like good flow to start, but you're just seeing the carb bowl drain. if it turns into a trickle after that, you've demonstrated a fuel flow issue.

just take the line off and drain the tank and then take off
sediment bowl and look in it, it might help if I know how it
