Governor Late 8N

My brother in law's 51 Ford had not been run since Feb. 2018, he can no longer operate it. He asked if I would get it running for him as he needs to sell it. Gas had all
gone bad so I purged everything and flushed out all the crud an got the tractor to start, starts great. However the tractor will only run at a fairly high idle no more no
less. The governors seems to be stuck for lack of a better term. I am barely a mechanic but can follow simple instructions, and I would welcome any ideas as to a cure,
simple or otherwise. In Feb 18 tractor worked fine. Thanks All !

Disconnect the linkage between the carb and governor. Work the carb by hand. If it throttles up, the problem is in the governor. See tip # 14.

The shaft on the carb was gummed up and as suggested I took the linkage from the Governor off and found the issue, worked it loose by hand and tractor runs good enough for now. Old gas is bad news.
