1949 8N muffler heat shield rusted out

hello all,
I knew I had what I figured was asbestos under the right running board for muffler heat protection, but as I was at ground level working on something else, I saw the asbestos (is that what it is) pad is , or for me, I should say was, in some sort of metal sleeve or shelf welded underneath. I can't tell if it was entirely encased or not as most of it is rusted away with the asbestos just sort of dangling underneath. Nothing came up when I searched for it, so wondering what you guys do to fix this.
a. do you grind off the old cover, if that's what it was and weld on a new one or maybe make so it attaches with the four support bolts?

IIRC the asbestos heat shield was discontinued sometime in 1950.

I have one tractor with it and one without and cannot tell any difference in heat transfer should you decide to remove it.
 

Thanks Dollar Bill. I guess that is why I had no luck researching it. My first thoughts are to keep it and try to see how to make a brace.

regarding the one you have with it, is the asbestos fully encased or just partially?
 
Yes, OEM was an asbestos pad -not going to find anything new sold today. You might try ebay for a used running board that is still intact.

thanks for the last few posts. I took the running board off. I can see now that the shelf-like metal over the asbestos, or is that under the asbestos (part exposed to the ground) was welded on just three sides. No weld on the long side on the outside of the tractor. Maybe because the running board is bent over on the outside edge. The running board is in fine shape so will give an attempt to salvage the "shelf as I'm calling it. But glad I removed it so I can touch up the rear bracket as rust was building where it attaches to the running board.
