Later Steering Sector Disassembly question

I'm rebuilding a later model steering box( its got the 2 bolt sector covers) and I want to put new busings in due to slop in the sector shafts. I've got the sectors out but they don't want to come loose of the covers. I've backed the screw out but it still holds onto the cover. Is it just the seal holding onto the threads keeping the cover on?
Secondly, does anyone know the best way to remove and install the sector bushings?

Before you tear it all apart did you try
adjusting the sector shafts?
If you do need to take your sector shafts
out use a soft faced hammer and smack the
threaded ends of the shafts.
The two bolt caps are a fairly tight seal
due to the Orings in there.
If you don't have a soft faced hammer use a
block of wood and a bfh.
 
I've got it all tore apart on my bench, shafts are out of the box, But they didn't want to come loose of the covers. I'm not sure what holds the covers on the shafts, or of the threaded ends are just engaging the seals.
The sector shaft gears are looking really pitted, anyone have any good used ones for sale?
 
You need to turn the adjusting screw all the way in through the cover. The head of the adjusting screw is in a slot in the end of the sector shaft.

His screwed right through the cover easily, mine stops when the threads get flush with the seal. The ends of my adjustment screws were mushroomed so I ground off the mushroomed part and filed a new slot in the end of the screw. I bet the threads are still buggered and the screw needs more length cut off of them so I can get to usable threads
