Working the hydraulics. Original issues: leaking cylinder, jerking up-lift and bottom links too high.

Here is what I did:
Installed new cylinder and NAA piston. Ground cylinder for draft mechanism clearance.
Checked alignment of top cover mechanism.
With pump in place, removed all 4 valves from chamber, garden-pump pressure wash with kerosene base degreaser [b:d247f60419]several times[/b:d247f60419], instant flow of liquid when control valves shifted back and forth. (I made sure all valve components were properly re-installed)
Installed new safety valve.
Adjusted the quadrant where the pilot hole touches the pump housing when touch control is at top as outlined in the IT manual.

Lift now is working nice and smooth. The lift arm, however, is not lowering enough, 13.5 inches from ground and a total of 21 inch travel. The arm reached its maximum lower travel. I am just wondering if the previous owner did not adjust the arms high for a specific operation. (Mechanic shop using tractor to move vehicles). The arms still have a good one and half inches before they hit the axle. It looks like the arms could be removed and repositioned maybe few splines for a lower position. I do not see anything in the manual that deal with this. Is this doable? The mechanism of the lift cover is adjusted where it it should be. Right now I do not have any answers.

P.S. I had difficult time reinstalling the top cover. It would just not slide enough forward to match the bolt holes. It seems the newly installed cylinder was sticking out a smidgen. Finally what I did is loosened the cylinder four bolts and so I was able to bolt the cover. After that I tightened the cylinder bolts, but they were tight to get the required torque. I suspect the cylinder casting was to close for the bolt square head, I guess if I have remove the cover next time I will grind one side of the bolt head.
 
The upper lift arms have a wide spline for alignment so you can't
just turn them a couple of splines. What model are you working on?
If an 8N, does it lower all the way in draft control mode?
I suspect you may still need an adjustment.

52 8N. I does not lower or raise any different in draft mode. I rechecked the travel and actually is 22.5 in. What is the normal travel anyway?
Here is a pic from a previous post and I can not adjust the spring any longer. The nut has only couple threads to go. The manual calls for 3-9/16. I will not be too upset if I do not have a draft mode working anyway because I do not have any use for it.
As an additional note, I tried to adjust he outer big control spring because has some space, but I found very hard to turn the yoke. I do not want to force too much with a cheater, just afraid of breaking something. Maybe I can insert some spacers if I need to.

Even though this is a Draft Mode adjustment, have you tried adjusting to quadrant? Sliding the quadrant forward should make the lift drop farther.

Specs for range of travel is 8½" from the ground and rise to 34¼" for a total lift range of 25¾"

Dollar Bill, I tried previously adjusting the quadrant several times but I can not get the link arms any lower.
So I tried to pull a sneaky one by moving the hydraulic arms X amount of spines down. Well, that did not work because there is a key that allows only one arm position. Then I moved the leveling rod to the middle hole of the links where the check chains hookup is and that worked great. The links now are about 7-1/2” from the ground and a lift travel of about 26”.
Of course, because of the links shorter position, I lose little bit of mechanical advantage but not enough to be concerned.
