Appears to be cable shifter for a Sherman auxiliary transmission. Could be step up, or step down.

As Bill said, sherman. If you notice in Bill's photo the spot were it should be. Yours is in an odd spot because when pulled out the knob looks like it
would hit the throttle lever, which could be why there's no knob. Still looks like it might rake your fingers. Pushed in will engage the sherman, step up
probably, step down rare, pulled out engages standard gears. See my video.
