Ford jubilee won't turn over

So i use my 53 jubilee a few weeks ago. Hit the start button, nothing but a click. I had just fixed this issue over summer and it started perfect every time. New battery/rusted ground and bad cable was the culprit. I had snow to clear so i said screw it ok jump it off the starter. Wow nothing. Sparks but starter did nothing. 5, 6, 7 more times and nothing, jump peck fully charged, getting sparks but no turn. Finally it turned over started right up. Ok great maybe starter was froze up and freed up.
Monday i go to start it. Same thing not this time never turned over. I read on here to loosen bolts and rock it in 4th gear maybe bendex was engaged and sticking. Got me no where. I jumped the starter with the bolts ever so loose and the starter made a slight knock would twist and nothing. Removed starter brought to a shop they bench tested it and it was ok. I cleaned mating surfaces up and reinstalled the starter. Also put a new state solenoid in since i had it just sitting around. For the hell of it u pulled spark plug and dropped a screw driver in and turned the fan clockwise (ccw if on the seat) and the piston never seemed to move up or down. The fan pully would spin but felt not much resistance...am u turning this over by hand correctly? It almost seems something is locked up.

You might have a chunk of ice in the oil pan. Can you heat the oil pan to melt any ice that could be in there? A tin bucket with charcoal brickettes in it would do the job. Give it several hours to thaw so you can get all the water drained out.

Sounds like a cable connection. Also sounds like only the fan was turning. What is a state solenoid?

When I first got my Jube, I had the same non-action out of the starter button.

After a few sideways gentle sideways taps to the left of the shift lever in neutral (not aggressive rattling it back and forth)
that no start problem ended and it has NEVER happened since
where I have to tap the switch mechanism.

In this scenario, the only way the fan could turn without moving the piston is if the connecting rod was broken (not your problem).

Tell us more about the solenoid. Some appear to be correct but are wired differently.

Re check all of the battery cable connections. If good, take your battery in to have it load tested.

Is it 6-volt or 12-volt? 9 times out of 10 when the starter just clicks or does nothing when ignition switch is engaged points to a bad battery. How old is it? When you took your starter to your local shop you also should have taken your battery to get tested as well. The battery must sustain a charge under load, and he has the right test equipment to analyze it. Next, I would not loosen the starter bolts and try to crank the engine over. That is a good way to damage something like breaking the Bendix drive. Just replacing parts ("...put a new solenoid in since I had it just sitting around...") without knowing if good or bad is not a logical root cause problem solving method. Next step is to verify the wiring is correct.
