ZB independent clutch for pto

For the hand clutch I bought it with the 3/8-24 stud broke. Of course the hardware store just happened to sell out of 3/8-24 couplers when I needed one, but I found a clevis and seems to pull it back as far as it wants to go and I took the cover off and it looks like it's pushing the mechanism outward but there's no chance of it wanting to disengage at all. I tried holding the brakes. What is the issue with them that they act up?
 
Must be rusted up. There is a clutch that disengages the forward motion on one of the brakes, if memory serves correctly.
 
I sprayed it with penetrating oil and got a coupling nut and got it to work.
