MM-TC JT Governor Adjustments

Does anyone have any instructions on properly setting/adjusting the governor on the original JT Waukesha engine?

Very vague directions in instruction book R756 page17. Just says remove the cover unhook the spring from the end of the adjusting screw and
turn screw out for more speed and in for less speed,recommended speed is 1275 rpm and under no condition exceed 1600rpm.

I have three JTOs and the throttle behaves differently on each of them. Trying to work through all of the variables to see why that is the case.

Not much info available for the governors on these old tractors.
