M670 Super Power Steering

I replaced the seals on the piston earlier this year. The steering wasn't great. Did not have the original power steering pump. It had a junky used one that I think came off a 60s ford. It was missing the cap. I assumed the pump was going out, so I replaced it with a Saginaw style pump (used on Mopars and GMs) Still has hard steering... Any suggestions? Seems like a low pressure issue, could it be the hydrostatic valve under the dash?
 
Have you jacked up the front end to check and see if your spindles are tight? Seems like a common problem on them. Mine were when I got my M670 Super home. It had been sitting before I bought it. I didnt know they were tight. It took me a week with a sledge hammer and some heat....and a few chiropractor visits to get it loose. I usually keep them pumped up with grease to keep the water out of them.
 
Put gauge inline. Need 900-1000 psi. Jack up front end to take weight off. Should be able to move wheels easy. If not something in front end.
 
When I saved the tractor from the scrap yard, the right spindle was frozen. I know all about the heating and beating.. I keep them liberally greased now. Will jack up and check though. Also checked the front gearbox and it seems to be straight gear oil and is not overfilled, so I don't think the piston seals are leaking like they were when I got it (leaked straight past the seals into the gearbox then out the bottom).

Used the tractor for about an hour this morning on a manure spreader. Pretty rewarding saving a tractor that was in a scrap yard, and was going to be cut up and recycled the next day, and putting it back to work after some minor work... Also used less than a gallon of diesel!
