Jet Star was stuck

I am working with a Jet Star that is part of my parent's estate. Last year it wouldn't turn over. I removed the spark plugs and added some Marvel Mystery Oil and let it sit. This spring I tried it and was happy to see the fan blades move when I tried it. I jacked up a rear wheel and rocked it back and forth. With the spark plugs out, I was able to turn a complete rotation but with them in neither the starter or I seem to have enough muscle to complete a rotation. Is there something else to check or that I am missing?

Got a valve stuck ,maybe check the valve see if they are all free

I agree with stuck valves. One easy way to maybe free up exhaust valves if it has a vertical exhaust is pour ATF down the exhaust and let it sit. Be careful trying to turn it over or you could bend a push rod or 2

Had Jet like that. Ended being broken camshaft. Take side cover off and check. You may have broken rod also. Check valves first
but betting not top end.
