Jet star 3 PTO help needed

I picked up a 1968 Jetstar 3 and the PTO doesn't seem to work/engage. If you pull on the lever while the engine is running it will turn the shaft but it doesn't have any power on it. It wont snap into gear? Sorry, I'm not sure what the correct term is but it seems like there should be some sort of adjustment on it but not sure. This is the only tractor I have really been around and nobody I know seems to know anything about these MM. IF anyone could give me an idea of how this is supposed to work it would be much appreciated. I bought a operators manual and a shop manual and neither really mention much about operation/repair or adjustment of the PTO.
 
Pto setup is a Twin Disc over center clutch pack. It has 8 or 9 discs and is a wet clutch. There is a pin to be pulled to tighten
clutch pack. Pin in pulled and collar rotated to tighten clutches. Lever should latch over center to lock plates together. Almost
have to take off top to see what is going on. Fairly common to peel splines on shaft in flywheel center and have no drive. Clutch
pack may have moved forward and clutch won't latch also.

You say "almost" have to take off the top, as in the hydraulic unit? or "do" have to. I thought that's kinda what the manual was trying to say but it is pretty vague and I was hoping there was a better and not so involved method of adjustment. My main concern is if I go through the effort to tear it apart I can get the parts to fix it. Its a nice tractor other than the PTO not working. I don't really have a use for tractor but it's kinda cool to have it and I would like for it to all work. Any advise would be much appreciated.

Lever pushes forward to engage and should engage with a snap. When properly set it should take around 40 lbs of force I believe. The only way to do anything for repairs or adjustment is to remove the hydraulics and pull the top cover off. It really is not that bad to get opened up. From my first experience on one, the worst part is trying to figure out how to put it all back together because the one I took apart exploded and fell apart. If you can take it apart in order reassembly makes a lot more sense. I have parted out a couple Jetstar 3 and Jetstar 3 super tractors. Odds are I would have parts laying on the shelf when you get to that point. Clutch plates can be bought new. Gaskets and seals are available. Usually the brake band is worn away to nothing but those are available also. I have the contact info for the person who makes them if you need it.
 
It's an awfully nice tractor. I used one for 34 years. It had a loader. Used it for snow
removal, lifting, mowing, raking, baling and towing. Mine didn't have 3-point.
I later bought a nice Jet Star 3 Super, with all the trimmings, but I couldn't wait to get
it sold again. I didn't like that hydrostatic power steering, nor the covered fenders.

Interesting pics, much better than the manual I have and looks fairly involved. I am in Oklahoma City.

Ok, lol a bit far for me to help you in person. I did have to make a puller to pull the pto shaft out of my M5. I used a collar that fit over the shaft and a split washer to go behind the splines which I threaded the bolts through and into the large collar:
