If you are talking about starting engine when the valves have been closed, then open vapor valve slowly. If opening to fast , there is a check valve that will snap shut. It has an orfice hole and will eventually open after pressure equalizes on both sides. Run engine a short time till coolant warms up, then open liquid valve and close vapor valve.
 
If you're not working it, you can run it on vapor all the time. If you do run it on liquid, turn off the liquid valve and turn on the vapor valve and let it run until the liquid has been replaced in the carb/regulator system, trying to start on liquid usually floods the engine
