302 steering

have the 302 on the rakes and started giving trouble the last couple of days. It will catch as you are turning.
Can't force it past but at first if you turned abit the other way and then back it would work. Today that didn't even help. Only turns a little ways in either direction, but nothing I did would allow it to turn all the way. Had to actually unhook and put another tractor on the rakes. The stopping is very solid, but almost feels like its up against hyd pressure. Plenty of fluid and the pump was rebuilt not too long ago. Had the same problem on an M5 but sold that so never fixed it. any ideas where to start appreciated.
 
Can the wheels be turned freely by hand when the front end is jacked up? I've seen broken gears in the steering sector. If a tooth is broke or missing, it could cause it to bind sometimes. Other suspect would be failing steering motor if that checks out okay. Or could be a hydraulic hose coming apart inside. Could intermittently restrict fluid.
 
Will try jacking the front end and seeing if the wheels will move. But I suspect a bad steering motor.
 
Power steering pump is Saginaw. Commonly used on trucks. Pump supplies steering motor then to steering cylinder under rad. Check pressure to steering cylinder if possible. Bad pump usually squeals.
