To what extent? They are a porcelain sign. Touch up or repainting over the porcelain would likely devalue the sign. Fixing neon and transformers is a little different case. Dad found a sign shop in Minneapolis/St. Paul that was able to make new tubes for his. Any shop that does neon will be able to do the transformer and tube part of it.

Just a ballast. No real different than a LCD TV in theory.
