Cleaning gas tank ?

Wondering if there is an easy way to clean the tank without removing it and shaking it or lining it. I don't have rust or big flakes of anything in mine. What's going on is it has what looks like a fine tan powder coating it. It had been sitting 20 years. that powder seems to be getting through the in line fuel filter I put on and it's causing carb problems- I have to take it off, open it up and blow it out. Is there anything that would dissolve that crap that I could just put in, let it soak and drain it out? Again, it is not rust.
 
Drain it and pour in enough ATF to coat the bottom and let it sit a few days. Then drain it out and flush it out with a bit of gas. ATF will sort of dissolve the rust
 
basically there is no easy way. proper way is a reline. I have removed many tanks and steamed them and shook them and oiled them and that rust still comes back into the sediment bowl.
