The choke cable broke where it runs through the little bracket on carb. The cable somehow got hung up in governor linkage , which caused tractor to rev up. Thank goodness it was simple....... Thanks for the help.

Still running rough, with some back firing. Probably need to clean the plugs from where the float stuck in carb. It flooded real good! Also we haven't done a tune up since we got it. And it had been sitting in a barn for 5 years. May be new plugs,points and wires would help?
 
Backfiring is a lean condition so you need to open up the main jet a bit of a valve problem. If choking it stops the back fire it is running to lean. As for a tune up if you do so go with NGK spark plugs they hold up better then champs or auto lite plugs
 
Don't rule condenser or point issue out. Hope you don't have a magneto. I don't agree with old on ngk for tractors. They do work better in high Rev engines like chainsaw. By the way I used to have valve sticking issues in the r.
