Took this starter apart today, any thoughts?
Starter gear Doesn?t seem to move outward or
Inward. Missing a big spring? Thoughts?

Any history on the tractor? Has it been sitting? You can see where the bendix has been spiraling up and back on the shaft-the wear marks between it and the armature.

That is the new design bendix, I am not familiar with it at all, but I think it should spin back down to the 'park' position. You might want to show it to a starter/generator guy and see what he says.

If it got all the way out and stuck, you may have too much end play problem on the shaft.
 
It is a newer style drive that locks in the engaged position until the engine starts then centrifugal force releases the lock and lets it disengage.
 
Cliff is right. hold the housing of the Bendix gear hard against a wire wheel on a bench grinder to make the gear turn in the direction the flywheel would turn the gear after the engine would start. When the gear gets to the right speed it should release and retract to the home position. Have a good grip on the armature when you do this.
