M670 trying to start after 20 years

My son inherited his grandfather's M670 Super. It hasn't run in twenty years and has been sitting behind
his barn since 2006. He thought the engine was stuck. We pulled the starter off and were able to turn the
engine a full revolution and get it on top dead center. Took the cover off the fuel pump and found the
governor lever was stuck, took quite a bit too free it. Now my question is should we have the pump and
injectors rebuilt, or try to pull start it? Starter won't turn, so it has to be rebuilt.
 
I doubt the injection pump will work, I see a lot in for repair that need cleaned and tested that have only set one or two years with parts stuck inside from stale fuel.
 
I was just working on an old starter yesterday that didn't work(sat for a least 20 years). I took it apart cleaned everything, lubed it up, and noticed the brushes were corroded. Cleaned the brushes everything checked out, put it together and it worked!
 
The plan is to repair the starter and fuel pump and try again, the tractor being 2500 miles from home complicates things a bit.
