602 power steering

Got a couple of winter projects on a 602 then it will be ready for paint.
First one is power steering. The issue is that it works well in one direction , but not the other.
Doing some research in the old I&T manual, and under trouble shooting it says for this symptom to look at control valve spool not being centered, damaged or restricted oil lines, or faulty cylinder. Pretty sure oil lines aren't restricted but I am going to double check (been awhile since I've looked at it!)Just wondered if anyone out there had any experience with the power steering on these. Looking for some tips before I get started.
Second issue is axle seal is leaking. Looks straight forward to me, remove wheel center, remove axle cap, replace seal and gaskets and go back together??
 
Loosen the 4 screws and play with moving the valve, the holes are larger than screws to allow for adjustment. You will learn what a frogs hair means.
 
Trying not to attempt to type so much detail, I'll give you a clue. Follow the IT manual and when and where it tells you to have a specified number of thousandths clearance in a particular spot, make it a few more thousandths
