Power Steering pump installation

Just bought a new power steering pump for a MF 202 Workbull and installed it with a pressure gauge to see what the pressure would be. (Understand it's supposed to be between 1100-1200 psi.)
So I start the 202 and find that there is really no pressure, maybe 25 lbs. What do I do now? Take the lid off canister and screw the screw down a couple of turns? Or do I have problems other than the pump? Was hoping this would fix the problem as I've sunk too much money in it already. Appreciate all the help that you may give.

Many times I find multiple problems that
were made worse by throwing parts at it.

Well, I bought the tractor and the power steering was "iffy". Seemed to work a bit, especially when I turned left. So I thought it needed a new pump. I took the old one off and noticed that the gears were very pitted, like the guy had added sand to the oil, so figured that may be the problem. I'll turn it all the way to the side to see if I have pressure. If not enough I will screw the screw down some more. You think that might work? You talk about multiple problems-I have not noticed any weird noises or popping when turning the steering wheel. All seems smooth. Don't know--just glad for all the comments.
 
I wouldn't adjust anything on the pump
until I knew that's what is wrong.

Those pitts are inside the pump, correct?
Did it have a filter in the pump? It
sounds like the hydraulic system had a bad
corision issue. I would pull the dash,
steering cover, and spool valve. If the
spool or valve bore are pitted or
scratched, it's trash. While you are in
there, check the springs and the plungers.
If the steering shaft is pitted down where
the seal is, it's trash. One or both of
the steering cylinders may be passing
which may be a problem also.
