MF-135 Multipower Hydraulic Filter

Hello All, I have a 1969 MF-135 Multipower. I have owned it for about 10 years. Since I've owned the tractor, upon start up, the PTO would turn with power regardless of PTO lever position (ground, neutral, engine). That had never been a big issue for me because I only used the tractor for towing things. I just started using the tractor on a 60" brush cutter. My issue started with the hydraulic three point hitch didn't want to raise when the tractor got warm. After some more use, now the PTO will stop under load regardless of lever position. The multipower has also stopped working. The multipower is stuck in low, which is not good because it will free wheel down hill. I have flushed the hydraulic oil and wanted to change the filter. After watching you-tube I took of the PTO lever cover plate and found what I believe to be the multipower hydraulic pump over the filter. What is the procedure for filter change on this unit? Do I need to remove the lift cover?
 
There is no filter for the MP pump or the hydraulic pump, they both use inlet screens. I wonder if tractor has lost the PTO INPUT drive, failed disc/splines/hub
rivets damage. When that happens ALL hydraulics/MP pump and PTO shaft will not work. Question, does the PTO shaft turn in ENGINE drive?
 
The PTO turns no matter what position the lever is in, but will stop when a load is placed on the output shaft. Like it is just rotating with momentum. The three point hitch arms raise and lower as normal until the tractor has run for awhile. I can see the filter for the main hydraulic pump as in a 135 without MP. It is under the oil feed line that runs from the IPTO pump to the MP. If it does have screens for both pumps my question still is, do I have to remove the lift cover to clean them?
 
The lift cover needs removed on later models for screen removal. I'm not clear on WHICH PTO clutch system tractor has, two stage flywheel clutch or the IPTO hydraulic clutch. The IPTO clutch system the PTO shaft WILL turn all the time if the clutch pack plates are warped and/or the brake has failed. IPTO systems do not have neutral/engine/ground drive shift lever, just a long travel off/on lever for the hydraulic PTO control valve.
