1505 Massey tractor 3208 engine

There are two tubes coming down on left front of 3208 catipilar motor one from top of fuel pump and the other is for priming or get air out, when you pump the primer with valve open fuel runs out one tube should it run out of the tube from on top of the pump? I primed it twice so fuel runs out one tube, the I cranked and had 6 out of 8 injectors tubes loose at injector and cranked fuel run out but not start, I see some say there are more plugs bleeding necessary on pump itself is this correct?
Last time I run it was three years ago did no come up to speed but idled nice.
It has old fuel filters but air passes thru so should be good enough for starting.
 
With the 3208 I.P.'s I am familiar with the second hose is to dump fuel overboard (out of the engine center valley) if the pump drive shaft seal fails.

You can see an example of that in the lower right area of the photo above.

As to it not starting, I would say the shutdown mechanism/solenoid/governor linkage/rack/plunger barrel mechanism is stuck somewhere, but you say fuel IS being delivered to the injectors.
 
Could be just by looking each injector is
probably getting 1 psi. Now that I think
about what it done 3 years ago when it run
it would not speed up idle ok like it was
starved on fuel I thought it was plugged
fuel filters but I now using same filter
and when using primer fuel goes thru so
what ever cause no fuel to be delivered
started many years ago. I should mention
when I started the engine 3 years ago it
had been sitting idle for ten years before
this evidentially diesel is not the same
as gasoline or lpg engines as far as
leaving them unintended for long periods
of time.
