101 Junior governor location .... ????

I'm fiddling with a '45 101 Jr here and am dealing with some governor issues. One thing puzzles me (nothing to do with the issues) though .... this particular tractor has a governor mounted on the driver side of the mounting location on the front right engine location. Two other 101 Jrs I have owned (early 40's) had their governors mounted on the front (radiator) side of the mounting location.
Governors (or hydraulic pumps) could be mounted on either side of that mounting location, both at the same time if it had a pump. None of my tractors had a hydraulic pump, not when I owned them anyways.

If you have (or have had) a 101 (or 102) Junior, what year was it and where was the governor located?
 
'46 101 Jr. Hydraulic pump is a NOS add on. Gov. just behind the radiator.

Stevie and Dieseltech ..... thanks for the replies. I suspect this engine might be a transplanted one or the governor has been swapped, who knows what happened? No Twin Power feature on this one. I'm sure the block off plate opposite the governor (without a pump) would work either side. This setup here with the linkages, etc looks factory but it might be pieced together. The governor appears to be somewhat lazy (slow to respond) and my engine revs are limited but I haven't really looked into amy of that yet. Next time I am out at our club's property, I'm going to take a photo and try to find the make and model, likely a Pierce governor. Not that doing that will help anything but it does seem odd.
