1972 MF 135, Fuel Problem under load

1972 MF 135, Perkins 3 cyl gas. Starts & runs great, but when put under load (i.e. engaging orchard mower) within five minutes the engine begins sputtering as though starved for gas and dies. I've had the tank cleaned & carb rebuilt. Mechanic is not able to fix the problem.

Simple: could be the fuel shutoff on the sediment bowl is not opened wide enough. Give it a few more turns.

Less Simple: idle and/or high speed carburetor settings need adjustment. Engine timing.

Complex: governor is worn out or poorly adjusted. I just replaced a TO35 governor that had worn out. If you stand on the brake and put the tractor in gear does the governor kick in as you start releasing the clutch? Might just need adjustment of throttle linkages and/or the governor. There is a youtube channel 'bundy bears' episode where he shows how to adjust the governor.

Very Complex: engine is worn bad enough that it won't hold compression and stalls out under load. I had this on a zero turn riding lawnmower. Engine replacement was the fast and long term fix there, on a MF 135 engine then a rebuild would be the path if this is the problem.
