I am new to using the PTO on a tractor. I have a 1966 MF 2135.

Getting better at setting & adjusting the height of box blade & landscape rake but I am not sure to do with the draft control.

Also while the engine is running the POT holds the box blade at the set height but when not running it only takes about 15 sec. to drop to the
ground.

PTO stands for Power Take Off. You are describing the 3 point hitch, a.k.a. 3PH.

Seals may be passing some oil but it is not uncommon for them to drop when shut off, that is why it is best practice to lower implements to the ground when leaving the seat, or block them up.

Draft control basically will try to keep the set load on the tractor when using ground engaging implements, by varying the implement position as needed.

I will suggest you invest in an Operator's Manual for your tractor. There is a lot of info in those that will help you as you learn about the tractor.

When I have the height and draft levers set at/near upper travel limits I can hear something like a heavy metal shaft slowly banging around in the transmission area. Is that bad?
 
The sound is the pressure releif valve because the cylinder is at the end of its course.
and the oil pressure is at maximum...do not operate the tractor in this condition.
may damage hydraulic components...worse may crack the top cover.

Just adjust the position control lever stopper to avoid the lever
going too far. This is due to wear in the linkage onthose old tractors.
