Massey Harris 20 Governor Spring Question

On my Massey Harris 20 tractor, I have a feeling that the governor is not working or not working as it should when the tractor is under load. Anyways, the main 'governor spring' looks to be a pretty heavy affair (maybe too heavy) and there is a steel rod (like maybe 5/16 diameter) inside the spring inside chamber along its length almost from end to end. It was in there when I bought the tractor and is still in there. I can't remember seeing this kind of a spring/rod setup on any other tractors. Does anyone know if it's supposed to be in there on this application? And what effect would going to a weaker spring have on how a governor works?
 
Yes, the rod is suppose to be in there, it pushes the throttle back to idle. The spring is plenty stiff. A new spring and rod can be purchased from Kessells Massey Parts for a reasonable price if needed.
 
Thanks for the info Mike, what I have here is very likely the stock item. The whole unit has been put back together after I restored the tractor but never really set up or adjusted. I will have to find someone for that, I have a manual but the procedures are beyond my ability. Hope all is well in Minnesota (I think I'm right with that Mn right)?
