changing ammeter to voltmeter ....65 gas

I know how to wire in the voltmeter. My question is.... what is the best way to convert the 2 old cracked wires that went to the old
original ammeter? Is a 10ga wire connection between the 2 terminals a good solution?

I think you are asking about connecting the two wires, not converting them. If those are the only two wires on the ammeter I would cut the ring terminals (where they connected to the ammeter posts) off them and connect them with a 10/12 gauge butt splice (I think this is what you are referring to when you say wire connection). If more wires than just the two are involved, you may need a terminal block to connect all of them to.
 
Thanks, my concern is that if I just connect the 2 old wires, I am leaving about 1 foot of each old frayed wire dangling beside the engine
and firewall(potential to short out and become a fire hazard). Would a be better long term repair be making a new short 10Ga wire to connect
the 2 terminals the old wires are attached to (starter and regulator I think).

With this clarification that you are talking about the opposite ends of the wires connected to the ammeter, not the ends at the ammeter, yes one new wire, replacing the two old wires, between those two points would be best.
