Z134 governor

I have a Massey 2200 industrial tractor with z134 continental engine. The tractor starts fine but runs very wild if you give it throttle. It also almost dies if going up a hill like no power. You have to constantly adjust the throttle to what you are doing I did change the governor but that made no difference at all any help! I am in NE Illinois

What did you change in the governor? Did you pull the front cover off and verify the integrity of the ball and cage assembly? It sounds just like the one I am working on. The ball cage broke and all the balls fell into the pan.
