MF65 Governor issue maybe???

First thank you in advance for any advice. New tractor owner, and I'm learning as I go and this forum is a monumental help. I have a MF65 with G176 engine. Tractor has been sitting a long time and just getting to getting it running. I have an issue with the what seems like run away idle. Meaning if I leave the throttle alone in a single position the governor runs away with it and I have to hold the throttle steady to keep it even. I checked the linkage to the throttle and it is not loose. What should I check? Do I need to pull the governor off and replace some stuff? pretty sure I have a water pump that is leaking so I could do both at the same time since I assume I need access to the front of the engine. Sorry if my posts don't make sense, I'm learning as I go.

The governor is on the front of the crankshaft on the G-176 engine. You will need to remove the timing cover to get
to it. I had the same problem with my 165 gas a couple years ago. The governor was rusted up to the point it wasn't
functioning. I took it apart, sanded off the rust, lubed it and reinstalled. Now it works better than ever. New
ones are not available as far as I know.
 
The governor appears to be ok. By my definition at least. Bearings were moving and it didn't appear to be too rusty, as there was oil in it when it was sitting. Only thing that didn't seem to move super free was the thrust sleeve for the whole assembly. That seemed "sticky", but I'm not sure what proper movement on that sleeve would be like and I didn't want to get too far in over my head by trying to take it off. If that should freely spin like the rest of the assembly, I might have to.
 
Still wasn't sure so decided to post a video and picture, with a follow up question.
In the picture on the arrow is labeled in the parts book, Fork Base. I'm assuming that is where the fork goes between that and the gear. I couldn't see where it was when I originally pulled the timing cover off, so thought best to ask.

In looking at the parts book, I noticed there is a snap ring on the side of the assembly that the fork base is on, but I don't see it in my video. Tractor isn't near me right now or I would go check it out. Hopefully the uploads worked.
