Is it possible my 3pt lever isn''t connected to anything?

My Perkins diesel Massey 35 has never had a working 3pt hitch arm. Well its times I repair that. The lever sure feels like its disconnected. If I remove the side cover that has the dipstick will I see anything? Any tips and tricks on what to look for before I tear it apart. And if the levers are hooked up would I think remove the cover that the seat is on?
 
This is why I think someone messed up something. Those washers...I am going to try to dig into that cover Sunday. I am going to also reference the service manual as well as these pictures - thanks all

Does anything look suspect here? I just don't know what I am looking at so I think the top plate has to come off. Those vertical rods I can move around back and forth. The top where they are attached I don't think i see any jamb nuts does that look OK?[/url]
