Filling a tire with liquid

I had to replace one front tire on my MF202 so the new tire is not filled. The old one was filled so I assume that the other front tire is still filled.

I went to TSC and got the valve with the air bleeder on it and I intend to fill it with window washer fluid from Napa.

I will use a little pump on a drill motor to fill it. I assume that I should remove the valve guts first then screw on the filler / bleeder. I will work the pump till it starts to slow down then use the bleeder to let out the air and repeat as many times as needed.

My question is once the tire is filled with liquid and without the valve guts in it, at what position on the clock should the valve stem be so it's not spilling out liquid? I assume maybe about 2 o'clock?

Then I'll put in the valve stem and fill up with air?

Valve stem at 12 o'clock is the normal liquid fill level. Air from there.

That makes more sense. I forgot that the valve stem is at the bottom of the air space. So if I fill it to 12 o'clock the air space would be about 2 o'clock in the tire.
